EDITORIAL SHORT: The hawk of East Capitol

At the corner of Scott Street and Capitol Avenue in downtown Little Rock on Tuesday morning, just outside the offices of the Democrat-Gazette, a hawk sat, three stories high, on a tree. Its piecing cry echoed around the editorial offices all morning. The sound bothered no one.
